“Malaysia to introduce incentives for property developers under the ‘build and sell’ housing model in 13MP to prevent abandoned projects by 2030, says Housing Minister Nga Kor Ming.”

Perak, 25th August 2025, 01.15pm – The Malaysian government will introduce incentives for property developers adopting the ‘build and sell’ housing model, as part of efforts to eliminate abandoned projects nationwide by 2030.

Housing and Local Government Minister Nga Kor Ming said the details of these incentives will be included in the 13th Malaysia Plan (13MP) and announced after the tabling of the 2026 Budget.

“Developers who successfully implement the ‘build and sell’ model will receive government incentives. We have identified proactive measures to prevent abandoned housing projects,” Nga told reporters at the Rehda Fellowship Dinner 2025 on Saturday night.

Also present at the event were Rehda Malaysia president Datuk Ir Ho Hon Sang and Rehda Perak chairman Ir Loh Ban Ho.

Urban Renewal Bill to Safeguard Public Welfare

In his speech, Nga reaffirmed the ministry’s commitment to pushing the Urban Renewal Bill through its second and third readings in Parliament, describing it as a crucial initiative to protect public welfare and revitalize ageing urban areas.

“Urban renewal is not about convenience, it is a national priority to improve well-being and promote sustainable urbanisation. We cannot allow our cities to decay while families continue living in unsafe, ageing homes,” he said.

The bill will be supported by federal and state-level mediation committees to ensure fair outcomes and continuous government oversight.

Examples of Successful Renewal Projects

Nga highlighted past success stories such as Razak Mansion and Residensi Kerinchi, where redevelopment projects have improved residents’ living conditions and boosted property values.

He added that more than 105 stakeholder engagement sessions had been conducted with federal and state representatives, industry players, academics, and resident associations to refine the bill.

Call for Parliamentary Support

Nga urged MPs to support the bill in its upcoming readings, stressing that leadership requires bold decisions that prioritise national interests.
