“Malaysia will enforce community service for convicted littering offenders on Feb 13, while over 40,000 PR1MA sick project homes have now been completed, says Nga Kor Ming.”
Kuala Lumpur, 05th February 2026, 02.30pm – All individuals convicted by the courts for littering offences will carry out their Community Service Orders (CSO) simultaneously on Feb 13, according to Housing and Local Government Minister Nga Kor Ming.
He said offenders will perform tasks such as cleaning drains, sweeping public roads and washing public toilets in line with the sentences handed down by the courts.
Nga revealed that since amendments to the Solid Waste and Public Cleansing Management Act 2007 (Act 672) came into force for minor littering offences, authorities have issued 600 notices of offence. These involve 462 Malaysians and 138 foreign nationals.
Out of the total cases, 46 have been scheduled for court mention, while three cases have already resulted in convictions. Nga reminded the public that those prosecuted in court could face fines ranging from RM2,000 to RM10,000.
He was speaking while winding up the debate on the motion of thanks for the royal address for the Ministry of Housing and Local Government (KPKT) in the Dewan Rakyat on Wednesday.
Nga stressed that the enforcement approach is not solely punitive but also aims to educate the public and cultivate a stronger sense of shared responsibility in maintaining cleanliness nationwide.
In a separate update, Nga announced that more than 40,000 units under the 1Malaysia People’s Housing Programme (PR1MA), previously classified as sick projects, have now been fully completed. This includes the final project in Bukit Katil, Melaka, which has obtained its Certificate of Completion and Compliance (CCC).
With this, all 34 PR1MA sick projects inherited from the previous administration have been successfully resolved. Some developments were previously at critical stages, but sustained intervention by the ministry enabled their completion.
Nga said all units are now ready and keys will be handed over to buyers before Hari Raya Aidilfitri, fulfilling commitments made to homeowners.
He attributed the achievement to the collective efforts of KPKT personnel, including over 22,000 staff members, who worked continuously to ensure the completion of the affected projects.
The minister also expressed his appreciation to His Majesty Sultan Ibrahim, King of Malaysia, for the royal commendation received after presenting the ministry’s performance report earlier the same day.
