Kuala Lumpur, 09th July 2025, 12.30pm – Permodalan Negeri Selangor Bhd (PNSB) has signed memoranda of understanding (MOUs) with three strategic partners — SD Guthrie Bhd, IJM Corporation Bhd, and Yayasan Selangor — to jointly develop an edu-technology park and a food security hub on Carey Island.
The projects are set to support the development of the proposed third port on Carey Island and are expected to drive economic growth in southern Selangor, said Selangor Menteri Besar Datuk Seri Amirudin Shari at the MOU exchange ceremony.
“I believe this collaboration will not only help make the third port highly competitive in terms of twenty-foot equivalent unit (TEU) volume, but will also complement and strengthen Selangor’s broader port ecosystem,” Amirudin said.
The edu-technology park will integrate cutting-edge technologies such as artificial intelligence (AI), smart infrastructure, and renewable energy systems, according to a joint statement from the involved parties.
Yayasan Selangor will also play a key role by developing an international-standard education campus to improve access to quality education and foster local talent development.
The MOU with SD Guthrie covers the potential development of approximately 192.2 hectares of land on Carey Island, owned by the plantation group. SD Guthrie will participate as a landowner and equity partner in the initiative.
IJM Corporation Bhd will serve as the master developer and implementation partner for both the edu-tech park and the food security hub. The construction giant will work alongside PNSB and SD Guthrie to plan and deliver the project’s key infrastructure components.
“These projects are aligned with Selangor’s long-term vision of building resilient economic zones anchored by smart education, sustainability, and food security,” the statement added.
The Carey Island development is seen as a critical part of Selangor’s southern expansion strategy, complementing the state’s logistics, education, and agri-tech ambitions while unlocking new job opportunities and regional investment.
