“SkyWorld Pearlmont in Seberang Jaya launches under RBB MADANI, bringing 37,000+ affordable homes to Penang with innovative PPVC construction.”
Penang, 21th July 2025, 11.25am – SkyWorld Development Berhad has officially commenced construction of SkyWorld Pearlmont, its inaugural project in Penang and part of Malaysia’s largest affordable housing development under the Rumah Bakat Baru (RBB) MADANI initiative.
The groundbreaking ceremony for Phase 1A was officiated by Prime Minister Datuk Seri Anwar Ibrahim, accompanied by Housing and Local Government Minister Nga Kor Ming and Penang Chief Minister Chow Kon Yeow.
Set on 31 acres of freehold land in Seberang Jaya, SkyWorld Pearlmont Phase 1A will deliver 1,846 residential units across three towers. Each unit offers 900 sq ft of built-up area, with three bedrooms and two bathrooms, priced from RM323,000 to RM390,000.

“This project is a national model, built on innovative construction technology. It’s not just about affordability, but community-centric homes with modern infrastructure,” said Anwar, who emphasized timely delivery and inclusive facilities like schools, childcare centers, and recreational areas.
SkyWorld Pearlmont is the first development in Penang to fully adopt Prefabricated Prefinished Volumetric Construction (PPVC) technology. Entire units will be pre-built, tiled, and painted off-site before assembly, accelerating project timelines while improving build quality and safety.
SkyWorld CEO Lee Chee Seng highlighted the development’s “Healthy Home Design” concept, incorporating passive cooling, daylighting, and cross-ventilation for sustainable living. Residents will also enjoy over 10 acres of elevated landscape park, a clubhouse, infinity pool, pickleball and badminton courts, children’s playland, gymnasium, and a multi-level vertical school within the community.
Under the RBB MADANI program, SkyWorld will deliver 37,368 homes—6,368 in Seberang Jaya and 31,000 in Batu Kawan. Each unit comes with a 10-year construction warranty and a fixed RM0.18 psf maintenance fee for the next decade.
Chief Minister Chow noted that RBB MADANI is strategically targeted to address housing needs of M40 income groups, especially young professionals in Penang’s growing economic corridor.
Two main locations have been earmarked: Seberang Jaya (34.04 acres) and Bandar Cassia (161.5 acres), representing one of the most ambitious affordable housing efforts in the country’s history.
