Putrajaya, 13th November 2025, 05.00pm – The Ministry of Housing and Local Government (KPKT) has been named the winner of the National Development Award at the 2025 National Development Symposium and Awards (SPAPN), recognising its outstanding contribution to advancing Malaysia’s development agenda.
The award was presented by Prime Minister Datuk Seri Anwar Ibrahim at the SPAPN 2025 ceremony, held under the theme “Bringing MADANI Development to the People.” The event was organised by the Implementation Coordination Unit (ICU JPM) under the Prime Minister’s Department.
According to an official statement from ICU JPM, SPAPN 2025 serves as a continuation of the National Development Awards (APN) initiative introduced in 2023, aimed at acknowledging the efforts and achievements of ministries, agencies, and community groups in effective programme and project management.

Recognising Grassroots and Institutional Excellence
Among this year’s notable winners, the Village Development and Security Committee (JPKK) Desa Murni Sanggang in Temerloh received the Best SejaTi MADANI Award for its Oyster Mushroom Cultivation Project, highlighting sustainable rural innovation.
Meanwhile, Kampung Jilid 8 in Kuala Muda, in collaboration with the Attorney General’s Chambers, took home the Best MADANI Adopted Village Award for its exemplary community empowerment initiative.
Other Notable Achievements
The Ministry of Communications also clinched second place in Category B (Best Industrialised Building System Management Award), reflecting its success in implementing innovative construction and infrastructure systems.
Mano Verabathran, Deputy Secretary-General (Telecommunications Infrastructure) of the Ministry of Communications, commended his ministry’s Development Division for the recognition.
“Congratulations to the Development Division for their dedication and innovation in driving national development and improving people’s well-being in line with the Malaysia MADANI vision,” he said in a Facebook post.
Six Award Categories Highlight Development Excellence
This year’s SPAPN featured six key award categories, including:
- Best Development Performance Award
- Best Industrialised Building System (IBS) Management Award
- Outcome Evaluation Award
- SejaTi MADANI Award
- MADANI Adopted Village Award
- National Development Award – the event’s highest honour.
ICU JPM said the awards aim to encourage continued excellence in public sector delivery, innovation, and inclusivity, echoing the core principles of the MADANI governance framework.
