Anwar Reaffirms Urban Renewal Act to Improve Living Conditions, Denies Land Grab Claims

Prime Minister Anwar Ibrahim reaffirms that the Urban Renewal Act aims to improve living conditions without changing land ownership, denying claims of land seizure or racial displacement.

Kuala Lumpur, 28th Apr 2025, 10.30am – Prime Minister Datuk Seri Anwar Ibrahim on Friday reaffirmed the government’s commitment to introducing an Urban Renewal Act, stressing that the initiative aims to uplift Malaysians living in deteriorating housing, and not to seize land or displace communities.

Speaking at the launch of the Warisan KL: Warisan Ibu Kota Malaysia Madani project, Anwar said the legal status of land involved in urban renewal efforts will remain unchanged, whether it is privately owned, under state authority, or located on Malay reserve land.

“There are people living in public housing flats over 50 years old, enduring overcrowded, uncomfortable conditions, serious social issues, and prolonged neglect,” Anwar said.

“It is our duty to rebuild these areas. Unfortunately, this noble initiative is being politicized, falsely accused of being a ploy to steal Malay land or push Malays out of the city,” he added.

Federal Territories Minister Datuk Seri Dr Zaliha Mustafa, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, and Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif were also present at the event.

Seri Perlis Flats Highlight Urgent Need for Renewal

In his speech, Anwar cited the Seri Perlis flats as a prime example of poor living conditions, describing them as “most suffocating” and expressing personal disappointment.

“If we allow these conditions to persist, I cannot be proud as Prime Minister. It is my responsibility to act to rebuild and improve these homes,” he said.

To ease the transition for affected residents, Kuala Lumpur City Hall (DBKL) will prioritise providing comfortable and well-equipped temporary housing during the renewal projects, Anwar assured.

He also emphasized the importance of fast-tracking the projects once approvals are secured.

“Delaying the project by three months means prolonging the hardship of these families for another three months. If delays continue, I would suggest that those responsible experience living in these conditions themselves,” he said firmly.

Urban Renewal Plans Rooted in Long-Term Efforts

Anwar pointed out that urban renewal is not a new government agenda. Discussions on the need for a dedicated Urban Renewal Act began as early as 2013, following the Urban Renewal Guidelines introduced in 2012. The formal drafting of the Act was announced in 2015.

The proposed Urban Renewal Act aims to streamline development, accelerate regeneration projects, and ensure that urban renewal initiatives are carried out in a fair, transparent, and community-focused manner.
