Penang, 04th June 2026, 12.15pm – Penang Development Corporation (PDC) and Aspen (Group) Holdings Ltd have agreed to formally close all matters relating to the Batu Kawan Industrial Park 2 (BKIP2) request for proposal (RFP) exercise, bringing an end to issues that had arisen during the evaluation process.
In a joint statement issued on Wednesday, both parties confirmed that all outstanding matters connected to the BKIP2 RFP exercise had been discussed and resolved following a recent meeting.
They added that no further public statements would be made regarding the matter.
PDC, as the authority responsible for evaluating proposals submitted under the RFP exercise, reiterated that it had exercised its full discretion and prerogative in assessing all submissions. The agency maintained that its evaluation was conducted in accordance with its established procedures and responsibilities.
Aspen acknowledged PDC’s role as the evaluating authority and stated that it respected the outcome of the assessment process. The property developer also confirmed that it would not challenge the decision reached by PDC.
According to the joint statement, both parties recognised that their earlier public comments regarding the proposal exercise were made in good faith and reflected their respective understanding of the proposal and evaluation process at the time.
The discussions also addressed issues related to the construction of a bridge as well as Aspen’s request for a first right of refusal over approximately 580 acres of adjacent land owned by PDC.
PDC said both parties had since met to discuss these matters directly and had mutually agreed to consider them closed.
The resolution marks the end of a matter that had attracted attention within Penang’s development and industrial property sector, particularly given the strategic importance of the Batu Kawan area.
BKIP2 forms part of the broader industrial development plans in Batu Kawan, which has emerged as one of Penang’s key economic and manufacturing hubs. The area has attracted significant domestic and foreign investments over the years, supported by infrastructure development and its proximity to major industrial zones.
